  19. I don't know whether the Motorola lets you change this type of thing, but
  20. the Supra has "SC", for "Signal Cadence" registers that control what sound
  21. patterns are recognized as dialtones, busy, etc.  If the Motorola is the
  22. same way, SC8 controls the number of cycles needed in the busy signal,
  23. default=4, so try typing ATSC8=1 or ATSC8=2 and see if it works.
